Thị trường giấy năm 2013: Dư dả nguồn cung

 (baodautu.vn) Bộ Công thương dự báo, năm nay, sản lượng giấy trong nước dự kiến sẽ đạt 2,18 triệu tấn giấy các loại, tăng 17,7% so với năm 2012. Cộng thêm khoảng 1,3 triệu tấn giấy nhập khẩu, thì nguồn cung giấy tại thị trường trong nước sẽ khá dồi dào. 

Năm 2013, nhu cầu tiêu dùng giấy các loại của cả nước đạt trên 3 triệu tấn, tăng nhẹ so với mức tiêu thụ của năm 2012 (là 2,9 triệu tấn).

Do sản xuất trong nước chưa đáp ứng đủ nhu cầu, nên trong năm 2013, ngành giấy tiếp tục phải nhập khẩu   my pham the face shop   khoảng 1,3 triệu tấn giấy, trị giá 1.350 triệu USD, bao gồm bột giấy, giấy in báo, giấy bao bì công nghiệp… Mức này cũng tương đương với tổng 1,216 triệu tấn giấy các loại nhập khẩu trong năm 2012 với trị giá 1,164 triệu USD.

Trao đổi với phóng viên Báo Đầu tư, ông Vũ Ngọc Bảo, Tổng thư ký Hiệp hội Giấy và Bột giấy Việt Nam (VPPA) cho biết, ảnh hưởng từ suy thoái kinh tế, nhu cầu tiêu dùng giấy (gồm các loại giấy in, giấy viết, giấy bao bì công nghiệp dùng đóng gói hàng hóa) tại thị trường Việt Nam năm 2013 sẽ tiếp tục đà giảm của năm 2012. Theo ông Bảo, tính đến ngày 31/12/2012, các doanh nghiệp thuộc VPPA còn tồn kho 17.000 tấn giấy, tăng 27% so với thời điểm cuối năm 2011. Còn số liệu thống kê mới nhất từ Bộ Công thương, sau 2 tháng đầu năm nay, lượng giấy tồn kho đã tăng 33,7% so với cùng kỳ năm 2011.

“Cũng do nhu cầu tiêu dùng giảm, nên năm 2012, một số đơn vị sản xuất giấy trong nước buộc phải cắt giảm sản lượng, thậm chí là ngừng sản xuất, nhằm giảm thấp nhất số lượng giấy thành   mu online 2013   phẩm tồn kho, đồng thời thị trường đang có sự cạnh tranh lớn về chính sách bán hàng giữa các đơn vị sản xuất, thương mại”, ông Bảo nói.

Theo nhiều chuyên gia, khi tình hình kinh tế vẫn gặp nhiều khó khăn, lãi suất ngân hàng còn ở mức cao, các đơn vị tiêu thụ tiết kiệm tối đa việc sử dụng các sản phẩm giấy..., nhiều khả năng, trong năm 2013, các doanh nghiệp ngành giấy tiếp tục đối mặt với những vấn đề cũ của năm 2012, đó là thị trường tiêu thụ chậm, cạnh tranh khốc liệt, hàng tồn kho cao…

Ông Vũ Thanh Bình, Tổng giám đốc Tổng công ty Giấy Việt Nam chia sẻ, năm 2013, áp lực về sản xuất, tiêu thụ và lợi nhuận sẽ tiếp tục đè nặng lên vai doanh nghiệp, bởi đầu ra thị trường vẫn còn co hẹp, lại cạnh tranh gay gắt với sản phẩm nhập khẩu. Bởi vậy, mục tiêu mà Tổng công ty đề ra cho năm 2013 được tính toán kỹ lưỡng, bám sát theo năng lực của doanh nghiệp, nhu cầu thị trường trong nước lẫn thị trường   mu moi open   xuất khẩu.

Hiện các doanh nghiệp trong ngành đang nhanh chóng rà soát lại toàn bộ hệ thống quản lý và sản xuất, lấy mục tiêu duy trì sản xuất ở mức tối đa, sắp xếp lực lượng lao động.

Gia Lai đối mặt mùa mía đắng

 Mía trổ bông trắng ngoài đồng nhưng khó tiêu thụ, nguy cơ mía cháy dữ dội trên diện rộng… khiến người trồng mía lo lắng, đứng ngồi không yên. Người nông dân ở đây đang đối mặt với một “mùa mía đắng”. 

 Nguy cơ lỗ nặng 

Đứng trầm ngâm trước đống mía được chặt đang chờ xe tải đến bốc, bà Nguyễn Thị Hương ở xã Thành An, thị xã An Khê (tỉnh Gia Lai), thở dài: “Năm nay nắng nóng kéo dài, năng suất mía rất kém, cộng với việc đốn mía chậm cũng khiến chữ đường trong mía giảm. Hơn nữa, với giá thu mua của Nhà máy đường An Khê (thuộc Công ty CP Đường Quảng Ngãi), tính ra mỗi tấn mía của chúng tôi thu về chưa đến 700.000 đồng. Trong khi giá vật tư, phân bón, công thuê chặt bốc vác lại rất cao nên người trồng mía may mắn lắm thì huề, còn lại thì lỗ nặng”.

Gia đình anh Trần Xuân Huy, ở thôn 2, xã Nghĩa An, huyện Kbang (tỉnh Gia Lai), có 2ha mía đã đến kỳ thu hoạch, trổ bông trắng xóa nhưng chờ mãi vẫn chưa được nhà máy cấp phiếu đốn. Không đành lòng nhìn công sức của mình bị “đổ sông, đổ biển”, anh đành bán cho các đại lý với giá chưa tới 3 triệu đồng/sào. Với giá mía như vậy, sau khi trừ chi phí, xem như hết. Đồng cảnh ngộ, ông Lê Hùng Tính ở xã Đăk Hlơ (huyện Kbang) cũng có 3ha mía chín nhưng vẫn đang nằm chờ ngoài ruộng, không   my pham the face shop   biết đến khi nào mới được thu hoạch. “Cứ đà này nông dân chúng tôi sẽ thiệt hại nặng vì mía khô, thêm một ngày là thêm lo”, ông Tính lo lắng.

Không riêng gì vùng Đông Gia Lai (gồm thị xã An Khê, các huyện Đăk Pơ, Kông Chro, Kbang), mà ở vùng mía Đông Nam Gia Lai như: thị xã Ayun Pa, huyện Phú Thiện, Ia Pa, người dân cũng đang kêu trời vì mía. Ông Lê Văn Vinh, ở xã Ia Yeng (huyện Phú Thiện) cho biết, nhà ông có 4,2ha mía. Ước tính sau khi thu hoạch sẽ thua lỗ vài chục triệu đồng vì năng suất giảm, vì Nhà máy đường Ayun Pa (thuộc Công ty CP Mía đường - Nhiệt điện Gia Lai) áp dụng mức giá thấp. Theo phản ánh của người dân vùng này, chi phí đầu tư trồng 1ha mía mất xấp xỉ 30 triệu đồng, nếu trừ hết chi phí thì lỗ nặng.

Trong các nỗi lo, việc tìm xe chuyên chở mía cũng là bài toán khó. Vào chính vụ, do nhu cầu cao nên xe chở mía khan hiếm, giá chuyên chở vì vậy cũng tăng cao. Những người trồng mía đang hết sức lo lắng vì nếu việc thu   tui dung laptop   hoạch kéo dài đến mùa mưa ở Tây Nguyên (bắt đầu từ tháng 4 hàng năm), nhân công sẽ rất khó kiếm và gặp rất nhiều khó khăn trong vận chuyển… Những ngày này, dọc hai bên quốc lộ 19, quốc lộ 25 (thuộc vùng chuyên canh cây mía vùng Đông Gia Lai, Đông Nam Gia Lai), những rẫy mía đã trổ cờ trắng phau vẫn đang đứng phơi cùng nắng hạn gay gắt.

 Khó chồng khó 

Đáng nói nhất là nguy cơ mía cháy trên diện rộng cũng đang làm người trồng mía “ăn không ngon, ngủ không yên”. Chỉ trong hai tuần qua, trên địa bàn các huyện Phú Thiện, Ia Pa và thị xã Ayun Pa đã có 41 ruộng mía bị cháy, làm thiệt hại gần 70ha mía đang kỳ thu hoạch. Vừa tham gia chữa cháy trở về, quần áo lấm lem bụi than, hớp vội ngụm nước, ông Nguyễn Trung Kiên ở xã Ia Sol (huyện Phú Thiện) cho biết: “Mía cháy khắp nơi. Các xã Ia Sol, Ia Peng, Chư A Thai, Choroh Pơnan, Ia Yeng (huyện Phú Thiện); xã Ia Sao (thị xã Ayun Pa); xã Pờ Tó, Kim Tân (huyện Ia Pa)… chỗ nào cũng có đám cháy. Đang dập lửa ở ruộng mía này, ruộng mía khác lại bùng cháy không thể nào dập kịp được”. Tính từ tháng 1 đến nay, toàn vùng Đông Nam Gia Lai đã xảy ra gần 450 vụ cháy mía, thiệt hại gần 570ha, với trên 36.000 tấn mía. Tổng thiệt hại do các vụ cháy gây ra ước tính gần 35 tỷ đồng.

Ông Nay Loát ở xã Ia Sao (thị xã Ayun   mu online 2013   Pa) có gần 5ha mía vừa bị cháy rụi đêm 23-2. Sau một năm vất vả, giờ đây những gì nhà ông nhận được là những đám ruộng cháy đen kịt. Chỉ những cây mía bị cháy nham nhở, ông Nay Loát nói như khóc: “Cháy hết rồi, chỉ mong vớt vát chút ít để đầu tư cho vụ sau thôi”. Theo ông Nay Loát, mía bị cháy mất 30%-40% giá trị so với bán mía tươi, do nhà máy trừ hao hụt tạp chất đến hơn 10%. Chưa kể mất sản lượng vì mía bị khô, chi phí cho công đốn và vận chuyển mía từ ruộng ra xe tải cũng tăng, bình quân mỗi hécta mía cháy, nông dân thiệt hại khoảng 20 triệu đồng.

Niên vụ sản xuất mía đường 2012- 2013, toàn tỉnh Gia Lai có hơn 30.000ha mía nguyên liệu. Vùng đất Gia Lai đầy nắng và gió, hiện được xem là trung tâm sản xuất mía đường của cả khu vực miền Trung - Tây Nguyên. Chỉ tính riêng vùng nguyên liệu của Nhà máy đường An Khê đã mở rộng lên khoảng 24.000ha. Với sản lượng đó, vùng nguyên liệu này hoàn toàn đảm bảo cung ứng đủ mía, phục vụ cho việc nâng công suất của nhà máy lên mức 10.000 tấn mía cây/ngày (kế hoạch đã được đặt ra trong niên vụ 2011-2012). Thế nhưng, vì một số lý do, niên vụ 2012-2013, Nhà máy đường An Khê chỉ nâng công suất lên được 7.000 - 7.500 tấn mía/ngày; cùng đó là việc lắp đặt máy móc chưa đồng bộ, lượng mía cây trong vùng tăng nhanh qua từng năm, một cách tự phát, vì thế, mía ứ đọng nhiều làm cho người nông dân càng thêm khó.

Trước   ban de laptop   tình hình này, Nhà máy đường An Khê đưa ra một số giải pháp, như chia sẻ nguyên liệu mía cho các nhà máy đường Bình Định, Kon Tum… Tuy nhiên, các giải pháp này không hữu hiệu. Để đưa mía lên Nhà máy đường Kon Tum hay xuống Nhà máy đường Bình Định tiêu thụ, nông dân phải chịu chi phí rất cao, khoảng 2 triệu đồng/chuyến xe. Đã thế, việc khủng hoảng thừa nguyên liệu mía khiến giá thu mua tại các nhà máy cũng chỉ dao động ở mức gần 1 triệu đồng/tấn 10 chữ đường. Trong khi chi phí đầu tư đã ở mức xấp xỉ 30 triệu đồng/ha. Việc tiêu thụ mía chậm như hiện nay ở các vùng nguyên liệu của Nhà máy đường Ayun Pa và Nhà máy đường An Khê cũng kéo theo rất nhiều hệ lụy cho vụ mía sau. Nếu vụ năm nay thu hoạch muộn, tuổi thu hoạch mía của vụ sau sẽ ngắn lại, dẫn đến độ đường trong mía cũng thấp là điều đương nhiên. Tại Khánh Hòa, người dân vùng mía Ninh Hòa cũng đang như ngồi trên đống lửa, sốt ruột về những đống mía chất ngoài ruộng, bên lề đường chờ xe vận chuyển. Vẫn chuyện năm trước, giá cước vận chuyển thấp, lái xe chở quá tải để bù lại, và rồi thanh tra, công an “thổi còi”, lại ngồi “mặc cả” với nhau, và mía vẫn đang chờ vào nhà máy…

Trong buổi làm việc mới đây, ông Nguyễn Văn Hảo, Phó Giám Nhà máy đường An Khê, cho biết: “Đến thời điểm tháng 3, nhà máy đã tiêu thụ được khoảng 500.000 tấn mía cây trong dân. Nhà máy cố gắng kéo dài thời   mu moi open   vụ thu mua trong thời gian cho phép, chậm nhất là đến cuối tháng 5, nhằm đảm bảo thu mua hết nguyên liệu cho các nông hộ vùng Đông Gia Lai. Nhà máy cũng đã lên lịch thu mua mía hợp lý đến từng chân ruộng, vùng nào có diện tích mía chín rộ hoặc ở những vùng có nguy cơ rủi ro thì hợp đồng mua trước, ở những vùng an toàn thì mua sau”.

Theo thống kê của Hiệp hội Mía đường Việt Nam, đến đầu tháng 3, lượng đường tồn kho tại các nhà máy đường trong nước là gần 350.000 tấn (kể cả đường thô). Đây là lượng tồn kho rất lớn. Dù vậy, các nhà máy vẫn đang cố gắng duy trì mức giá thu mua mía như đầu tháng 2. Giá mía miền Trung - Tây Nguyên được các nhà máy thu mua 900.000-970.000 đồng/tấn, khu vực ĐBSCL ở mức 855.000-940.000 đồng/tấn. Tuy nhiên, đại diện nhiều nhà máy cho rằng, nếu đầu ra xuất khẩu và tiêu thụ đường trong nước còn tiếp tục tắc như hiện nay thì giá thu mua mía cho nông dân sẽ giảm xuống nhiều.

Tuần này, giá xăng thế giới tăng mạnh

 Phiên giao dịch cuối tuần (8/3), giá dầu thô giao sau trên thị trường quốc tế tăng lên gần 92 USD mỗi thùng, nhờ số liệu nhập khẩu lạc quan ở Trung Quốc và báo cáo việc làm của Mỹ.

Theo   my pham the face shop   công bố của Mỹ trong ngày hôm qua, tháng 2 vừa qua, nền kinh tế này đã tạo được 236.000 việc làm mới, đưa tỷ lệ thất nghiệp xuống mức thấp nhất kể từ cuối năm 2008 tới nay. Tuy nhiên, việc kinh tế Mỹ hồi phục cũng góp phần làm đồng USD tăng giá mạnh. Việc đồng USD tăng giá luôn được xem là yếu tố bất lợi đối với các giao dịch hàng hóa bằng loại tiền tệ này, trong đó có các mặt hàng năng lượng. Chính bởi lý do này, giá dầu hôm qua có tăng nhưng mức độ   mu online 2013   tăng bị hạn chế.

Cụ thể, chốt phiên giao dịch ngày 8/3, giá dầu thô ngọt, nhẹ giao tháng 4 tại sàn hàng hóa New Yorrk tăng nhẹ 39 cent, tương ứng 0,4%, lên 91,95 USD mỗi thùng. Phạm vi giao dịch của dầu thô loại này trong ngày là từ 90,83 đến 92,03 USD/thùng. Tính chung cả tuần, giá dầu này tăng được 1,4%.

Tại sàn giao dịch London, giá dầu thô ngọt, nhẹ Brent Biển Bắc quay đầu giảm 30 cent, tương ứng 0,3%, xuống còn 110,85 USD mỗi thùng. Việc   ban de laptop   giá dầu thô New York tăng, trong khi giá dầu Brent Biển Bắc giảm đã giúp cho độ chênh lệch về giá cả giữa hai hợp đồng dầu này ngày càng được thu hẹp.

Hiện, theo giới phân tích, thị trường dầu thô có thể sẽ có những biến chuyển lớn sau khi Trung Quốc công bố các số liệu về lạm phát, doanh số bán lẻ, sản lượng công nghiệp trong những ngày cuối tuần này. Đây đều là những thông tin kinh tế quan trọng có ảnh hưởng trực tiếp tới tình hình giao dịch dầu.

Cũng   mu moi open   trong phiên giao dịch 8/3, trên sàn hàng hóa New York, giá xăng tháng 4 tăng được 8 cent, tương ứng 2,6%, lên 3,2 USD/gallon. Khí tự nhiên cùng hạn tăng 5 cent, tương ứng 1,3%, lên 3,63 USD/gallon. Dầu sưởi giao tháng 4 ngược dòng giảm nhẹ xuống chốt ở mức 2,975 USD trên mỗi gallon.

Tính chung cả tuần giao dịch này, giá xăng giao sau tăng mạnh tới 2,4%, giá khí tự nhiên tăng được 5% trong khi giá dầu sưởi hợp đồng kỳ hạn tăng được 1,5%.

Chương trình bình ổn tại TPHCM: Hiệu quả lan tỏa cao

 Năm 2012 là năm thứ 11 TPHCM thực hiện chương trình bình ổn thị trường đối với các mặt hàng thiết yếu. Đây cũng là năm thứ 2, TPHCM triển khai đồng bộ 4 chương trình bình ổn gồm lương thực - thực phẩm; các mặt hàng phục vụ mùa khai giảng; các mặt hàng dược phẩm thiết yếu và mặt hàng sữa. Với lực lượng doanh nghiệp (DN) tham gia hùng hậu, cung ứng hơn 350 mặt hàng thiết yếu, hàng bình ổn tại TPHCM đã chi phối thị trường, ổn định giá cả. 

 Phát huy tác dụng tích cực 

Theo Phó Chủ tịch UBND TPHCM Nguyễn Thị Hồng, TPHCM là trung tâm kinh tế, vừa là thị trường tiêu thụ hàng hóa lớn nhất trong vùng và cả nước. TPHCM hiện không chỉ lo nguồn hàng cho 10 triệu dân TP, mà còn là đầu mối cung ứng một lượng hàng hóa rất lớn đi các tỉnh thành. Bên cạnh những đóng góp to lớn cho cả nước, TPHCM cũng là nơi chịu nhiều tác động của những   my pham the face shop   biến động thị trường. Năm 2012, TPHCM cũng đã thực hiện thành công khi triển khai bản ký kết liên tịch giữa Thành đoàn TNCS HCM TPHCM, Hội Liên hiệp Phụ nữ TPHCM với Tổng Công ty Thương mại Sài Gòn (Satra)   tui dung laptop   và Liên hiệp HTX Thương mại TPHCM (Saigon Co.op) nhằm triển khai mạng lưới phân phối hàng bình ổn. Kết quả, các bên đã phát triển được 53 cửa hàng bình ổn, trong đó có 45 cửa hàng Co.op và 8 cửa hàng thanh niên. Ngoài ra, Hội Liên hiệp Phụ nữ TP còn vận động được 135 điểm bán hàng bình ổn tại 50 chợ truyền thống và 448 điểm trên địa bàn dân cư… Như vậy, trong năm 2012, TPHCM đã phát triển được 2.448 điểm bán hàng bình ổn, nâng tổng số điểm bán lên 6.439 điểm, đồng thời tổ chức gần 700 chuyến bán hàng lưu động, kết hợp tổ chức các phiên chợ công nhân, sinh viên… đưa hàng hóa phục vụ người dân các huyện ngoại thành.

 Dẫn dắt thị trường, giá cả 

Bên cạnh việc không ngừng phát triển các điểm bán, tổ chức cung ứng lượng hàng hóa dồi dào cho thị trường, chương trình đã giúp ổn định giá cả thị trường, kiềm chế lạm phát, góp phần đảm bảo an sinh xã   mu online 2013   hội. Đặc biệt, vào thời điểm sau Tết Dương lịch 2013 và cận Tết Quý Tỵ 2013, tại địa bàn TPHCM đã xảy ra biến động giá mặt hàng trứng gia cầm do một số DN lớn nâng giá bất hợp lý, với mức tăng hơn 30%. Trước tình hình đó, dưới sự chỉ đạo quyết liệt của UBND TP, sự điều phối hợp lý của Sở Công thương và Tổ điều hành chương trình, lượng trứng bình ổn đã được điều động với lượng hàng tăng gấp 3 lần so với trước đó. Chỉ trong 1 tuần, giá trứng gia cầm trên địa   ban de laptop   bàn TP đã trở về đúng với giá trị thật của nó và ổn định đến nay.

Hiệu quả từ chương trình bình ổn, cộng với việc triển khai quyết liệt các cơ chế chính sách gỡ khó cho DN, ổn định kinh tế vĩ mô đã giúp TPHCM thành công trong việc kiềm chế chỉ số giá tiêu dùng năm 2012 dừng ở mức 4,07%, thấp hơn nhiều so với mức tăng bình quân cả nước là 6,81%. Với việc tham gia chương trình bình ổn giá, các DN không chỉ được quảng bá, tuyên truyền sản phẩm mà còn có cơ hội tiếp cận được nguồn vốn ưu đã để phát triển, sản xuất kinh doanh. Từ chương trình, đã xuất hiện các mô hình liên kết trực tiếp giữa nhà sản xuất và nhà phân phối, thông qua việc sử dụng từ chính đồng vốn hỗ trợ của TP. Đây cũng là cơ sở để TPHCM tập hợp, phát triển được đội ngũ DN mạnh, có đủ khả năng cung ứng hàng hóa chi phối thị trường. Chương trình đã góp phần thực hiện thành công cuộc vận động “Người Việt Nam ưu tiên dùng hàng Việt Nam”, vì 100% hàng hóa trong chương trình   mu moi open   sản xuất ở trong nước.

Ở mặt hàng tân dược, hiện đã có 21 quận, huyện triển khai xong ở chương trình sử dụng thuốc bình ổn trong quá trình điều trị bệnh. Có 2.024 điểm bán thuốc. Trong đó, có 1.643 nhà thuốc tư nhân, 106 nhà thuốc bệnh viện (đạt tỷ lệ 100% nhà thuốc bệnh viện) và 275 nhà thuốc, đại lý doanh nghiệp. Thuốc bình ổn đã đáp ứng phần nào nhu cầu của người bệnh. Thuốc bình ổn tiếp tục chi phối thị trường, tạo tác động lan tỏa, góp phần làm giảm giá nhiều mặt hàng thuốc tương tự.
